There was going to be a big resort area along the sea that was to mimic Las Vegas with casinos and hotels. Maybe that explains all the coloured lights. But then they didn't allow the tourists to come.

Also the population of the entire country is only 7 million people. Many who live in poverty and slum areas and who have become addicted to opiates from Afganistan
